【摘要】This paper presents a tool to study ex-ante the effects of innovation policy on regional growth and income. It uses a dynamic evolutionary simulation approach and presents a model able to represent the flows of knowledge within and between regions. The model is unique but can be customized to represent different regional innovation modes. The model is calibrated with data of the average European Union NUTS-2 region, and is used to show the different impacts of various policy options, and the different impacts of the same policies in different regions, providing evidence in favour of regionally tailored, place-based approaches. Calibrating the model, through fieldwork, on an actual region will eventually allow ex-ante estimations of actual policy impacts to be produced.
