【摘要】China has promised large cuts in CO2emissions by 2020, which is likely to havedifferential effects across regions. We know little about the regional effects of pollution reduc-tion. We make a contribution to filling this gap using a small theoretical model with two regions,features of the Chinese economy and the right to emit CO2as a factor of production. We findregionally differentiated effects on income, welfare and output and explore government policiesdesigned to reduce these effects. The effects of fiscal policies depend crucially on whether oneor both regions respond and on whether output or welfare is targeted. Boosts to productivecapacity do better in terms of output but not welfare.
